Recruiter Trainer & Adoption Specialist - Youth Services

Job Summary

Under general supervision of the Program Manager Residential Based Services, responsible for recruiting and training prospective resource parents, preparing adoption paperwork and data recording. This position performs all related activities including (1) making full use of agency’s resources, (2) performing basic administrative tasks, (3) maintaining qualified foster parent resource pool, (4) providing on-going training and (5) initiating resource re-evals.

Essential Job Duties

1.    To adhere to all agency and program policies and procedures and work within the context of the agency team values –     compassion and respect, excellence and teamwork.
2.    Recruit, train and certify a sufficient number of resource families to meet the needs of eligible clients.
3.    Update home study to adoptive home study when needed.
4.    Prepare pre-placement narrative and pre-placement summary.
5.    Represent the agency’s position in court proceedings.  File necessary documents with DCS attorney and court.
6.    Conduct due diligence searches on biological parents and other searches as requested by policy.
7.    Follow all DCS Adoption policies and procedures.
8.    To perform those counseling and management functions necessary to the on-going operation of the program and to assume compliance with regulations of licensing, funding, and accrediting bodies.
9.    To carry responsibilities in the areas of public information/education and evaluation of community needs.
10.    Use supervision as a means for personal growth and development.
11.    Work cooperatively with other agencies in establishing and utilizing community resources.
12.    Develop and implement marketing and outreach strategies designed to attract potential resource parents 
13.    Serve as an advocate for clients or client groups served.
14.    Perform the basic administrative tasks related to program and assignments.   These include: recording, preparation of reports, keeping records, input into relevant data base systems, setting appointment schedules, maintaining relationships with other agency staff and transporting clients in personal vehicle when needed.
15.    Represent the company in the community by developing professional alliances and relationships and facilitating public education.
16.    Participate in 24/7 emergency contact services if assigned.
17.    Provide coordination or supervision of paraprofessionals, students, and volunteers and
       participate in training activities as assigned.
18.    Assure confidentiality of information related to clients, personnel and other information of confidential nature.
19.    Carry out other duties and responsibilities as assigned.




Qualifications
1.    Bachelor’s Degree in social work or related field with two years experience.   Master’s Degree preferred.  
2.    License or license-eligible preferred.  Experience with adoption work desired.
3.    Must pass extensive background checks.
4.    Excellent writing skills required.
5.    Excellent communication skills with ability to make public presentations required.
6.    Basic computer skills including Microsoft Word, Excel and Outlook.
7.    Valid driver’s license with good driving record and an insured vehicle available.
8.    Ability to work flexible hours.  Some nights and weekends will be required.
9.    Motivated, creative individual, with the ability to function independently and as a team member.
10.    Ability to work within the framework of the agency and to follow and adhere to established agency procedures.
11.    Ability to evaluate own performance, recognize and control biases, to organize own time and effort to meet requirements of the job.

1.    Number of resource parents who are recruited and stay in the program
2.    Adoptions completed within the required timeframe
3.    Increase in the number of clients to permanency through adoption
4.    Decrease in number of client moves through proper matching
5.    Outreach to the community measured by presentations/public appearances
6.    Accuracy and timeliness of documentation submitted
7.    Results of audits
8.    Ensures resource homes maintain “approved” status
